Non-State Actor Torture (2013, No. 8)

The 31st GWI Conference resolves that:

  1. National Federations and Associations (NFAs) urge their respective governments to exercise due diligence by initiating into their respective laws, policies and practices all appropriate measures to ensure that no person, especially a woman or a child, is subjected to torture by non-state actors;
  2. National Federations and Associations (NFAs) urge their respective governments to respect the priority of gender-sensitive frameworks on the United Nations agendas, given that women and girls are disproportionally affected by extreme forms of violence and torture by non-state actors;
  3. National Federations and Associations (NFAs) urge their respective governments to uphold commitments to United Nations human rights instruments they have ratified that pertain to non-state actor torture; and
  4. GWI utilize its standing committees, its consultative status with ECOSOC at the United Nations, and its website to implement this resolution.

 

Suggested Action:

  1. GWI UN representatives should present this resolution at appropriate meetings with relevant commissions.
  2. GWI and NFAs can promote and disseminate the UN Declaration on Human Rights Education and Training, along with the Universal Declaration of Human Rights (UDHR) and the Committee against Torture General Comment No. 2 highlighting information on gender-based manifestations of non-state torture victimization.
  3. GWI and NFAs could connect with other groups including the global White Ribbon Campaign to engage men to include non-state torture victimization as a form of gender-based violence in their advocacy efforts.
